Evidence summary #

Emergency shutdown path exists in MakerDAO-fork Ethereum USDD code (ChainSecurity audit confirms security of emergency shutdown). However, no independent emergency-veto multisig with disclosed signers is documented. The controller of the emergency path is the same TDR entity as the main admin. Yellow because mechanism exists but is not independent.
