UNI checkpoint system makes flash-loan voting attack structurally impossible (see RD-F-036). Independently: the quorum of 40M UNI represents 4% of 1B total supply. No single DEX flash loan pool holds this quantity. A16z holds ~55M UNI sufficient for independent quorum but via long-held tokens, not flash loans — this is a centralization risk (RD-F-047) not a flash-loan risk.
