Quorum is 15% of effective staked RPL (post-RPIP-63). Effective staked RPL is from active node operators with bonded ETH — a locked, non-transferable pool. Flash loans of liquid RPL cannot affect staked RPL at a past block checkpoint. The quorum metric is staked RPL specifically, which cannot be manipulated via flash loan.
