The pause/Security Council role (pDAO Security Council, separate body) is distinct from the upgrade path (pDAO governance + 1-week vote delay + 1-week upgrade delay, with oDAO registering approved upgrades into RocketStorage). Pause and upgrade are now held by different bodies with no overlap.
