Meteora is not a bridge; no bridge rate-limiter applies. Positive mitigant: DBC and DAMM v2 have admin-controlled pool disable (set_pool_status) allowing emergency pool freeze without full program upgrade. DLMM likely has similar admin-level pool control. Solana network has emergency-halt precedent (2022 network outages). However, the pool-disable capability is controlled by the same Squads v3 multisig with no on-chain timelock — it's an emergency lever, but requires multisig coordination. Partial positive mitigant; not a full rate-limiter.
