Evidence summary #

4/7 Marinade Council has config authority on the Realms governance instance and can manage Realms parameters. However no explicit veto/cancel role for the Coral Multisig upgrade path is documented. Partial emergency control exists (pause function via Council) but not a true proposal-veto on upgrade decisions.
