No independent emergency-veto multisig can cancel arbitrary proposals. CancelTimeLockProposal command requires a new Cosmos governance vote (≥2/3 validator quorum) to cancel a queued proposal. This is the cancellation path — it exists but requires the same high-bar consensus as proposal creation, not a faster independent guardian.
